Since the Photoshop install installs both a 32-bit version (under Program Files) and a 64-bit version (under Program Files (x86)), you can say delete the tw10428.dat from the 32-bit folder and keep it in the 64-bit folder in order to take advantage of having both an English and Italian version on the system without having to download PhotoShop CC twice.

In the case of Adobe CS6 (Master Collection Multilingual), do the following

Go to C:Program FilesAdobeAdobe XYZAMT

and copy the desired localization file to C:Program FilesAdobeAdobe XYZAMTAMTLanguages

Unfortunately this does not work for Dreamweaver which uses a different folder structure than Photoshop.

For Dreamweaver you will have to change the language settings in Creative Cloud.exe and download everything again, unfortunately. You can then have a C:Program Files (x86)AdobeAdobe Dreamweaver CC installation with the English download, and a C:Program Files (x86)AdobeITAdobe Dreamweaver CC installation containing the italian download (with the download language corresponding to what was set in Adobe Creative Cloud download application before starting the download).
